Microsoft recently unveiled its latest generative AI model, Muse, describing it as a “breakthrough” in aiding gameplay ideation. The company also suggested that Muse could revolutionize game preservation by making classic games compatible with any device. However, industry experts remain skeptical, questioning the AI’s actual capabilities and its potential impact on game development and preservation.

Understanding Microsoft’s Muse AI

Muse is not creating new gameplay or original ideas but rather generating predictive gameplay footage. By analyzing seven years’ worth of gameplay footage from Xbox studio Ninja Theory’s multiplayer game Bleeding Edge, the AI attempts to predict how players might interact with changes made to a game environment.

The process works by allowing game developers to make modifications—such as adding a jump pad to a level—and then using Muse to simulate how gameplay would adapt to those changes. While this might sound groundbreaking, it’s important to note that Muse is not autonomously developing new games. Instead, it serves as a tool for assisting developers in visualizing potential design outcomes.

Industry Reaction and Skepticism

Following Microsoft’s announcement, social media was flooded with reactions, many pointing out the tech industry’s ongoing AI hype cycle. Critics also raised concerns that Muse might be used to generate low-quality, AI-produced content instead of fostering true innovation.

Dr. Michael Cook, an AI researcher and game designer, has provided one of the most comprehensive breakdowns of Muse’s actual functionality. According to Cook, the AI model is primarily focused on predicting gameplay behavior rather than generating new gameplay mechanics or ideas. In other words, Muse is not a replacement for human creativity but a supplementary tool.

“The paper is not really about ‘generating gameplay’ or ‘ideas,’” Cook explains. “It’s about researchers thinking about how people will work with these tools.”

The Limitations of Muse

One of the key limitations of Muse is its reliance on extensive existing gameplay footage. For the AI to function effectively, a developer must already have a massive library of gameplay data. This makes Muse impractical for smaller studios or games in early development.

Additionally, Cook points out that while the AI’s ability to process visual information (such as lighting, camera angles, and UI elements) is impressive, it still struggles to produce consistent and meaningful gameplay predictions. Given these constraints, the AI model remains far from being a practical tool for most developers.

“This is not a practical process,” Cook states. “Even with all of this data, all the time spent annotating datasets, it was still only just about able to generate footage predicting player behavior.”

Muse and Game Preservation: A Dubious Claim

Perhaps the most controversial aspect of Microsoft’s announcement was its claim that Muse could help preserve classic games by making them playable on any device. Xbox chief Phil Spencer framed the AI as a potential solution for ensuring the longevity of older games.

Dr. Cook, however, strongly refutes this claim, calling it “idiotic.” He argues that true game preservation involves maintaining the full integrity of a game’s experience, which Muse is incapable of replicating.

“I mean, in a sense, anything is a preservation tool,” Cook sarcastically notes. “I could ask my friend’s five-year-old son to draw a crayon picture of what he thinks the ending cutscene of Final Fantasy 8 looks like, and that would still count as game preservation of a certain sort.”

True game preservation, as outlined in a report by gaming archaeologist Florence Smith Nicholls, involves maintaining not only the software but also the hardware, player interactions, and cultural significance of the game. Muse, on the other hand, provides only a limited and imprecise approximation of gameplay footage, making it insufficient for genuine preservation efforts.

The Future of Muse and AI in Gaming

Despite the skepticism, Microsoft remains committed to integrating generative AI into its gaming ecosystem. Fatima Kardar, head of Xbox’s gaming AI division, emphasized that AI adoption will ultimately be left up to creative leaders within Microsoft’s game studios. There is no mandate requiring teams to use Muse, at least for now.

Whether Muse will eventually become a useful tool for developers remains to be seen. The technology, while intriguing, faces significant hurdles in terms of practical implementation, computational cost, and developer adoption. Additionally, with industry leaders like Take-Two Interactive’s Strauss Zelnick dismissing AI as an “oxymoron,” Microsoft may have an uphill battle convincing developers and gamers of Muse’s potential.

For now, Muse appears to be more of an experimental tool rather than a revolutionary leap forward. While it may provide some value in predicting gameplay behavior, it is far from the game-changing technology Microsoft has touted. As AI continues to evolve, it will be essential to separate meaningful innovations from industry buzzwords to truly assess its impact on gaming.
